    DMV Explains Graduated Licensing
    Eligibility and Limitations


    The North Carolina Department of Motor Vehicles provides license eligibility guidelines for student drivers.
  • Level 1 is a limited learner's permit that involves parents, guardians or other responsible drivers in the training of young drivers;
  • Level 2 is a limited provisional license that protects young drivers during the night-time hours when they are most at risk; and
  • Level 3 is a full provisional license that rewards violation-free driving.

  • Since Aug. 1, 1998, North Carolina students under the age of 18 who are eligible for a driving permit or license will need to have a signed Driving Eligibility Certificate issued by the principal or the principal's designee. The Division of Motor Vehicles will not issue a permit or license without this certificate.

    In order to receive a Driving Eligibility Certificate, a student must be in school and making adequate academic progress. A student must pass 5 out of 7 courses each semester in order to meet the academic requirement. Academic progress will be based on the semester average on the report card only. Students who do not meet the criteria will be reported to the Division of Motor Vehicles and will have their permits or licenses revoked.

    Students who wish to receive a Driving Eligibility Certificate need to bring the following documents:

    1. The statement showing that the Driver Education course was completed; and
    2. The student's certified birth certificate.

    The Driving Eligibility Certificate has to be signed by the principal or his designee and expires 30 days from the date of issue. A parent's or guardian's signature is also required. Students should allow enough time for school officials to handle their request. Students should request a Driving Eligibility Ceritficate a day or two before planning to go to the Department of Motor Vehicles.

    Sign Up for Class


    Each student is required to complete a 10-day, 30-hour course of in-school instruction and 6 hours of in-car instruction prior to being issued a Driving Eligibility Certificate. There is no charge for either the in-school or the in-car session.

    Students may sign up in the Guidance Office now for classroom sessions. When signing up, students must provide their name, birth date, and a valid phone number.

    The in-school class is from 3:30 to 6:30 p.m., Monday through Friday. Students only are allowed to miss one session, which must be made up on the assigned day. During the summer sessions, students may sign up for either a morning (8 to 11 a.m.) or afternoon class (1 to 4 p.m.); one make-up session must be coordinated with the instructors.

    Students should bring a copy of their birth certificate and their Social-Security number the first day of class.

    In-car training is scheduled according to birth date, and will be coordinated through the instructors.
